1scauere that the pacifie Oss & Electric Company is considering construction of sucli a plant at that location, h Atomic Energy Commission'e licensing antherity over mustear reactors desta primarily with protection of the publie health and safety.

It does not become involved, therefore, in seah matters as property ri$ ts, land acquisition and moning seasiderations.

These matterri are normally resolved with leest and state offi-eials prior to the submission of an application to the Commission.

If Pasifie Gas & Electric Company files such an application with the commission a detailed safety review wili be undertaken by the Commission's teshmient staff and by the Advisory Committee se Esastor Safeguards. h review, among other things,'will include an exmination of the environmental charesteristics of the site, such~as geological, hydrological, meteorological and seismological features, the nature and use of the .- 'i== area and the design features incorporated in the facility for the pro-taction of 'the public.

Company to acquire this additional property and, in the absence of an appliestion, has no basis for determining ubether such additional property is necessary.

Facific Gas & Electric Company has not filed an application with the Ceamaission for authority to construct an atomic power plant on Bodega Head. While the Comunission's staff is aware that Facific Cas & Electric Company is considering the con- f --

struction of an atomic power plant on Bodega Head and has dis- -

cussed with representatives of Pacific Gas & Electric Company the suitability of the proposed site @ light of the criteria set forth in Part 100 of the Comunission's Rules)a copy of which is enclosed, neither the Cosmeission or the stafY has required Pacific Gas & Electric Company to acquire this additional property and in the absence of an application has no basis for determining whether such additional property is necessary.
