Mr. Peter W. Gray Vista Apartments 2263 Petaluma Boulevard North Petaluma, California Dear Mr. Grays Your letter of April 23, 1963, addressed to President Kennedy, has been referred to the Atomic Energy Commission for considera-tion.
We note your concern for the safety of persons in the area sur-rounding the proposed reactor site at Bodega Bay and for the conservation. of natural resources.
Enclosed is a pamphlet prepared by the Commission's Division of Public Infomation concerning the licensing of power reactors.
I hope you will find it reassuring concerning the discharge by b
the Atomic Energy Commission of its responsibility relative to ser the health and safety of the public.
l l
Before the Commission can consider issuance of a permit authoriz-ing the Pacific Gas & Electric Company to construct the proposed plant at the proposed site, the Commission's Division of Licensing and Regulation will make a comprehensive safety evaluation of the proposal, the Commission's Advisory Committee on Reactor Safe-
-a guards will thoroughly review the application and a public hearing will be held before an Atomic Safety and Licensing Board or an AEC Hearing Examinor, as required by law. After the issuance of an Initial Decision by the Atomic Safety and Licensing Board or the Hearing Examiner, the entire hearing record is subject to.
review by the Commission.. The hydrological, meteorological, and geological. aspects of the site, including the effects of earth-1 quake on the proposed plant, will be thoroughly explored in the course of review by the Commission's staff and the Advisory Com.

Dear Mr. President,
Z::.B Filo Cop [. d '
7 I am a citizen of this country. What'does that mean? It meend that the elected officials of this-country are holding office to serve me. They are supposed to be there to do good for me, and the rest of the country. Well, now is the time for you to prove your worth.
I have been trying to get some answers from one of my government agencies,-but so far NOTHING1 The agency that I am.refering to is the Atomic Energy. Commission. They too.are supposed to be serving me, but at. present I feel that they are wo" king against me. Against the good that they are supposed to be-doing.
What I am talking about is the new site for the Pacific Gas and Electric Companies atomic powered steam plant that is to be built at Bodega, California. This plant that is being pushed by the P.G.&E Co. with the approval of the A.E.C. will be built on one of the ' most beautiful scenic points of the coast of Californiq. It will not only ruin this beautiful spot, but there is a juestion of its safety.
Not just the safety of the plant,.but of its location.-Do you know that this planb will be built less than a quarter of a mile from one of the most active earth guske falt' zones in the state.of California?
I nm refering to the San Andreas Falt Zone. This is the same one that caused the 1906 San Francisco earth ur.ke..I.do not understand this.
t
"/hy must a plant, an atomic plant be built so near a Palt Zone? I understand that there have been many small accidents in atomic plants throughoulthis country, Isn't this just adding danger'upon danger?
The way that this whole thing has been done is pretty hich handed.
I The Biological Departmentof the University of Cali.forn$e had pTaned to put a marine life study station on this 'same spot.
found out thak P.G.&E. xxxxkxxim wanted to put their pl >nt-there Men it was the university opposed it. This was many months ago. Toiny the i
university is silent. Why??? Dii P.G.&E. silence them? Or did the millions of dollars that comes from the government do it? Whit has been tr.a roll of the AEC? Did the A.E.C. put pressure on'them? I don't know, but something is wrong.
When pro 6ress is used to destroy beauty it no longer is progress.
This type of progress destroys the individual freedom that this country was founded on. If large corporations and monopllies I
the help of govern 9ent agencies are allowed to run this countrywith then', what we have is not individual freedom, but individual i
