Dear Dr. Hall:

/

I an dr. receipt of a carbon copy of a letter by J. D. Neilands l

addressed to you, concerning a report of April 18, apparently by you, frza 1/nich this stater:ent is quoted: "....the plant can be operated so as not to alter the. top 1 ecology or cause tmdesirablo concentra-tion of radioactivity in narino life."' Khile I am not sure what the o

phrase " total ecology" is intended to nean, it seems to imply that there vill be no noticeable effect on the ecology of the area. This, I subtit, as a marine biologist of tuenty years experienco and as editor of the Treatiso on Harine Ecology and Paleoccology, is poppy-cock and nonsense. Uhatever inform tion you were provided from which to reach such a conclusion is incompetent if not false. No one can honcstly make such a confident prediction without substantially chang-i ing the terms of reference, and certainly not without years of objec-tivo data.

b' hat, for examplo, will be the effect of a large installa-l tion, lit 214 hours0.00248 days
0.0594 hours
3.53836e-4 weeks
8.1427e-5 months
a day by hich-poucred lichts, on the activity of l

birds?

'.l hat vill be the result of changes set in motion by the local l

disruption of mrine life at the site of the outfall? Ue cantio.t say, I

as Ue do not Imou, but this is part of the utotal ecology" by any' con.

coivable definition. In fact, the " total ecolo;;y" of the area has already been sadly altered by the road construction and excavation activities carried out by the applicant.

I too should like to Imon whether you have nade any effort _to study the Bodena Head situation i

i and to secure infomation from other sources than those provided by Iiia'ahT51rdimt.
