Dear Mr. O'Brien:

~ This is to confirm our telephone conversation regarding your letter of February 20, 1987, addressed to Mr. James M. Taylor. As I indicated over the phone, on February 17, 1987, the Commission issued an order directing the NRC staff to file with the Commission and serve on the petitioners and licensee a detailed explanation of the health and safety basis for the Staf"s October 20, 1986 show cause order by March 6, 1987. The Commission stated that based upon the Staff's filing, it will either withdraw the order and dismiss the proceeding or rule on the request for hearing. If after recieving the Staff's filing, you wish to discuss the basis for the Staff's position, I would be pleased to speak with you.
