Dear Ms. Goren:

This is in final response to your letter dated January 21, 1987, in which you requested, pursuant to the Freedom of Information Act (F0IA), copies of all records reflecting the application for or issuing of regulatory exemptions, waivers, or deviations with respect to the construction or operation of the Seabrook nuclear power plant and records concerning any staff review of Seabrook regulatory exemptions or j

the safety of the Seabrook plant as described in an enclosed newspaper article. This is also in regard to your letter dated June 2,1987, concerning your F0IA request.

In a telephone conversation between you and Nina Toms on April 20, 1987, you were informed that the search for records had been completed by the staff of the Office of Nuclear Reactor Regulation (NRR). According to the staff, the remaining information you were requesting could be found in the Safety Evaluation Reports for Seabrook, the facility operating license, and certain letters sent to the Public Service Company of New j

Hampshire, which are identified on enclosed Appendix C.

These records are available for public inspection and copying in the NRC Public Document Room (PDR),1717 H Street, N.W., Washington DC 20555.

In a subsequent conference telephone call on May 18, 1987, with you, j

Diane Curran, Vic Nerses, and hina Toms, Diane Curran indicated that she was seeking all records (staff or otherwise) reflecting the application for or issuing of regulatory exemptions, waivers or deviations with respect to the construction or operation of the Seabrook plant that are in the files of the Seabrook reviewers since the construction permit application wa:: filed. Mr. Nerses informed Ms. Curran that the task to locate all the staff personnel who were reviewers on the Seabrook project since the construction permit application in 1973 would require significant effort and that this would necessitate NRR management attention.

NRR management has determined that there is no listing of persons who worked on or reviewed exemptions, waivers or deviations for the Seabrook facility.

There is, however, a rough listing of persons who at some time worked on matters regarding the Seabrook plant. Since this listing is not accurate for your purposes, NRR has searched and reviewed the agency's internal memoranda file maintained between July 1973 and January 1987 to identify records relating to exemptions, waivers and deviations for the Seabrook plant.

The records located during this search and review are listed on the enclosed Appendix D and are being made available for public inspection and copying in PDR folder F01A-87-51 under your name.
