Thank you for your letter of October 15, 1986, in response to our letter and Notice of Violation dated September 16, 1986. We have reviewed your reply and find it responsive to the concerns raised in our Notice of Violation. We will review the implementation of your corrective actions during a future inspection to determine that full compliance has been achieved and will be maintained.

This refers to the inspection conducted by Mr. James A. F. Kelly of this office during the period May 5-9, 1986, of activities authorized by NRC Operating License NPF-42, for Wolf Creek- Generating Station, and to the discussion of our findings with Mr. F. T. Rhodes, and other members of your staff at the conclusion of the inspectio Areas examined during the inspection included the Physical Security Plan and implementing procedures, management effectiveness, security organization management, security program audit and records and reports. Within these areas the inspection consisted of selective examination of procedures and representative records, interviews with personnel, and observation by the inspector. The inspection findings are documented in the enclosed inspection repor During this inspection, it was found that certain of your activities were in violation of NRC requirement Paragraphs 2 ar,d 3 of the enclosed inspection report provide details of the apparent violation which has the potential for escalated enforcement and will be the subject of separate correspondence. As discussed in the telephone conversation between Mr. Ramon Hall of this office and you on July 18, 1986, no enforcement conference will be held to discuss this matter. However, after reviewing this report if you choose to have an enforcement conference with us, plea,e contact Mr. Richard L.
