Gentlemen:
This refers to the inspection conducted by Dr. D. B. Spitzberg of this office
during the period May 14-18, 1990, of activities authorized by NRC Operating
License NPF-42 for Wolf Creek Generating Station, and to the discussion of our
findings with Mr. Forrest Rhodes and other members of your staff at the
conclusion of the inspection.
Areas examined during the inspection included a review of the operational
status of the emergency preparedness program. Within this area, the inspection
consisted of selective examination of procedures and representative records,
interviews with personnel, and observations by the inspector.
The inspection
findings are documented in the enclosed inspection report.
The inspector found that the emergency preparedness program at the Wolf Creek
Generating Station was adequately implemented.
However, during this
q
inspection, it was found that certain of your activities were in violation of

NRC requirements.
The violation in the enclosed Notice of Violation pertains
!
to some key emergency response personnel not having been adequately trained to
l
perform accurate offsite dose projections early in an emergency.
Consequently,
!
you are required to respond to this violation, in writing, in accordance with
the provisions of Section 2.201 of the NRC's " Rules of Practice," Part 2,
Title 10, Code of Federal Regulations.
Your response should be based on the
specifics contained in the Notice of Violation (Appendix A) enclosed with this
letter. We also request that you respond to an unresolved item identified in
paragraph 3 of the enclosed report.
The item concerns an apparent
inconsistency between your emergency plan and an emergency plan implementing
procedure over the minimum protective action recommendations to be made at a
general emergency.
Please respond to this item with your views and provide any
additional information you may have which may help us to resolve the issue.
We have also examined actions you have taken with regard to previcasly
identified inspection findings. The status of these items is identified in
paragraph 2 of the enclosed report (Appendix B).
The response directed by this letter and the accompanying Notice is not subject
to the clearance procedures of the Office of Management and Budget as recuired
by the Paperwork Reduction Act of 198 , PL 96-511.
