Dear Mr. Maynard:
This refers to the inspection conducted on January 11-14,1999, at the Wolf Creek Generating
Station facility. The enclosed report presents the results of this inspection.

Areas examined during this inspection included portions of your physical security program. We
determined that this program was properly implemented.
It is our understanding that during the January 14,1999, exit meeting that the Vice President,
Operations / Chief Operating Officer stated that Wolf Creek Nuclear Operating Corporation
would revise your security plan to include an increased minimum staffing of one armed security
force response individual per shift, as discussed in Section S3.1 of the enclosed inspection
report. Please confirm this regulatory commitment in writing within 30 days of the date of this
letter.
in accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter and its

enclosure will be placed in the NRC Public Document Room (PDR).
