Revision 31 to the Wolf Creek Generating Station Security Plan Gentlemen:

This letter submits one original and tnree copies of Revision 31 to the Woli Creek Generating Station (WCGS) Phys! cal Security Plan, Safeguards Contingency Plan, and Training and Qualification Plan.

These changes to the security plan are being submitted pursuant to 10 CFR 50. 54 (p). At tachment-I describee the changes incorporated by this revision.

Attachment II identifies commitinents contained in this letter.

The Enclosure contains Revision 31 of the Physical Security Plan, Safeguards Contingency Plan, and Training and Qualification Plan. The Enclosure conta tns Safeguards Information in accordance with 10 CFR 73.21 and therefore should be withheld from public disclosure.

l The Enclosure incorporates changes identified in Reference 1, Reference 2, and Reference 3.
