This letter transmits the Semi-Annual Fitness for Duty Program Performance Data Report for the Wolf Creek Nuclear Operating Corperation (WCNOC), in accordance with 10 CFR 26.71(d).
This report covers the six month period beginning January 1, 1999, and ending June 30, 1999.

One Wolf Creek Nuclear Operating Corporation (WCNOC) employee tested in the buffer zone (.020% -.039% Blood Alcohol Content) on a for-cause test.
Based l
on the test results, this individual returned to work under supervisory l
cognizance.
I One WCNOC employee failed to report an arrest to Access Screening.
This l
individual was interviewed and counseled to ensure awareness of the procedural j
requirements in reporting of arrests.
No WCNOC employees tested positive for drugs during this period.
Contractors Two contractors tested positive for alcohol on a pre-access test.
Unescorted access was denied to both these individuals.
One of the two contractors completed the required steps of the Fitness For Duty (FFD) program, and was subsequently granted unescorted access per WCNOC management approval.
During follow-up testing, this individual again tested positive for alcohol.
Unescorted access was revoked, and the individual was terminated.
One contractor tested positive for alcohol on a for-cause test.
Unescorted access was revoked, and the individual was terminated.
One long-term contractor tested in the alcohol buffer zone during a follow-up test.
The individual's access was suspended based on previous fitness for duty history.
The individual's access will remain suspended pending completion of requirements established from the mandatory evaluation.
Two contractors tested pocitive for cocaine during pre-access testing.
Unescorted access was denied.
Three contractors tested positive for marijuana during pre-access testing.
Unescorted access was denied.
Three-contractors tested positive for amphetamines during pre-access testing.
Unescorted access was denied.
One long term contractor tested positive for cocaine during random testing.
Unescorted access was revoked and the individual was terminated.
The individual completed the required FFD program steps for reinstatement of unescorted access and was reinstated with WCNOC management approval.
The individual was placed in the IFD follow-up program.
