Additional Pages to Revision 12 of the Wolf Creek Updated Safety Analysis Report Gentlemen:
In the referenced letter, Wolf Creek Nuclear Operating Corporation submitted 1
Revision 12 to the Wolf Creek Updated Safety Analysis Report (USAR).
After submitting the USAR, Revision 12, it was discovered that several pages were inadvertently omitted from the submittal package.
The enclosure to this letter provides the additional pages to the USAR, Revision 12.
Ten additional copies of these pages have been sent to the Document Control Desk as required by 10 CFR 50.4, 10 CFR 50.34, 10 CFR 50.54 (a) (3), and 10 CFR 50.71(e).
In addition, WCNOC discovered two commitment changes that should have been reported in conjunction with the USAR update.
These commitment revisions were

Attachment to ET 99-0030 Page 1 of 1 COMMITMENT CHANGES Commitment 93-006 THE POST-MAINTENANCE TESTING INSTRUCTIONS FOR MOTOR-OPERATOR VALVES WILL BE ADDED TO APPLICABLE WORK REQUESTS AS A SUPPLEMENTAL SHEET STATING SPECIFIC RETEST FUNCTIONS.
THE INSTRUCTIONS WILL BE ADDED TO WCNOC-97 AS PART OF THE ONGOING COLLECTION OF RECOMMENDED AND MANDATORY TESTS.
A COMPONENT SPECIFIC ELECTRONIC MATRIX OF MANDATORY AND RECOMMENDED POST-MAINTENANCE TESTS IS PRESENTLY'IN TEST, AND IF SUCCESSFUL, MAY EVENTUALLY REPLACE OR AUGMENT WCNOC-97 Change and Justification COMMITMENT 93-006 WAS MADE AS CORRECTIVE ACTION TO VIOLATION 482/9231-02,
" INADEQUATE POST MAINTENANCE PROCEDURES."

" RECOMMENDED POST MAINTENANCE TESTING," WAS AN INTERIM DOCUMENT DESIGNED TO CAPTURE AND HOLD POST MAINTENANCE TESTING (PMT) INSTRUCTIONS OR GATHERED CRITERIA UNTIL AN ELECTRONIC MATRIX COULD BE DEVELOPED. WCNOC HAS IMPLEMENTED AN IMPROVED WORK CONTROLS PROCESS RENDERING THE ELECTRONIC MATRIX UNNECESSARY.
THE PRESENT METHODS FOR DETERMINING PMT REQUIREMENTS ARE SUPERIOR TO THE USE OF AN ELECTRONIC MATRIX.
THEREFORE, DUE TO THE IMPROVED WORK CONTROLS PROCESS, THIS COMMITMENT IS NO LONGER IN EFFECT AND MAY BE DELETED.
Commitment 97-296 IN ACCORDANCE WITH 10CFR 100.3(A), THE FACILITY WILL AND CAN CONTINUE NORMAL OPERATIONS, LAKE TRAFFIC WILL BE CONTROLLED (THROUGH THE USE OF A PERMIT SYSTEM AND TRAFFIC MONITORING) AND EMERGENCY PLAN NOTIFICATION AND EVACUATION HAS BEEN DEVELOPED (AN ADDITIONAL SIREN WILL BE ADDED AND EVACUATION PLANS DEVELOPED).
Change and Justification THE RERP IS BEING REVISED TO DELETE THE SPECIFIC NUMBER OF INDIVIDUALS ALLOWED IN THE LAKE AT ANY ONE TIME.
THIS INFORMATION IS BEING REPLACED BY AN ESTIMATED NUMBER BASED ON PHYSICAL LIMITATIONS ASSOCIATED WITH THE 125 AVAILABLE PARKING SPACES AND AN AVERAGE NUMBER OF FOUR INDIVIDUALS PER BOAT.
THIS CHANGE IS CONSIDERED ADMINISTRATIVE AND ITS EFFECTS SHOULD BE MINIMAL I
BASED ON HISTORICAL NUMPERS AND LEVEL OF INTEREST DEMONSTRATED BY THE PUBLIC FOR FISHING ON THE LAKE.
WITH THE EXCEPTION OF A FEW SPONSORED EVENTS, THE l
NUMBER OF PEOPLE FISHING AT ANY GIVEN TIME HAS NOT APPROACHED THE LIMIT OF l
250.
REMOVING THE ADMINISTRATIVE LIMIT OF 250 BOATERS WILL HAVE NO IMPACT ON THE RERP SINCE THE NUMBER IS ARBITRARY.
USAR STATEMENTS CONCERNING THIS LIMIT QUALIFIED THE NUMBER TO BE APPROXIMATE AND NOT AN ABSOLUTE MAXIMUM.
THEREFORE, IHIS CHANGE WILL PRESERVE COMPLIANCE WITH WCNOC'S ORIGINAL COMMITMENTS.
