Gentlemen:

Thir, refers to the inspection conducted by Messrs. R. A. Caldwell and-

A. B. Earnest of this office during the periods May 7-11 and June 29 through'

July 3,1990, of activities authorized by NRC Operating License NPF-42 for the

Wolf Creek Generating Station, and to the discussion of our finding's-with

Mr. J. A. Bailey and other members of your staff at_ the conclusion of the

inspection.

The inspection reviewed certain areas of your physical security program.

Within these areas, the inspection consisted of. selective examination.of

procedures and representative records, interviews with personnel, and

observations by the inspectors. The inspection findings are documented in the

enclosed inspection report.

During this inspection, it was found that certain of your activities were in

violation of NRC requirements. The violation involved an inadequately adjusted

detection aids system. However, due to your response to the' matter and the

corrective action implemented prior to the insprctor's departure..no response

to this violation is required.

We have also examined actions you have taken with regard to.previously

identified inspection findings. The status of these items is identified'in

paragraph 2 of the enclosed report.

The material enclosed herewith contains Safeguards Information as defined by

10.CFR Part 73.21 and its disclosure to unauthorized individuals is prohibited

by Section 147 of the Atomic Energy Act of 1954, as amended. Therefore, the

material, with the exception of the report cover page, which is'an inspection

summary, will not be placed in the Public Document Room.
