License Condition 2.C.(7) of the Wolf Creek Facility Operating License No.

NPF-42 states that the Operating Corporation shall complete, to the satisfaction of the NRC, the requirements described in Attachment 3 to the license. These conditions reference the appropriate items in Section 22, "TMI Action Plan Requirements for Applicants for Operating Licenses," in the Safety Evaluation Report and Supplements 1, 2, 3, 4, and 5 of NUREG-0881. In particuiar, item

-(2) of Attachment 3 states that, " Prior to restart following the first refueling ~

outage, the Operating Corporation shall have a fully functional Technical Support Center and Emergency Operations Facilit{ and a fully operable Emergency ResponseFacilitiesInformationSystem(ERFIS)

In a letter from G. L. Koester to H. R. Denton dated December 15, 1986, it was stated that 1) The Technical Support Center and Emergency Operations Facility are fully functional; (2) These facilities are maintained in accordance with existing procedures; (3) The Emergency Response Facility Information System, which includes the Safety Parameter Display System, is fully operable; and (4) This system is maintained in accordance with existing pro.:edures. It was, therefore, concluded that the requirements of License Condition 2.C.(7),

Attachment 3, Item (2) were fully satisfied.

Based on the staff's review of the aforementioned letter and on past emergency preparedness inspections and related exercises conducted at the site that made use of the Technical Support Center, the Emergency Operations Facility and the Emergency Response Facility Information System, the staf f concurs that the requirements of license condition 2.C.(7), Attachment 3, Item (2) have been met.
