This letter acknowledges receipt of your letter dated January 5,1999, which transmitted Wolf Creek's Emergency Plan Form APF 06-002-01 Emergency Action Levels, Revision 0, dated January 5,1999, under the provisions of 10 CFR Part 50, Appendix E, Section V.

We did not identify any violations of 10 CFR 50.54(q) during our review. Implementation of these changes will be subject to inspection to confirm that they have not decreased the I effectiveness of your emergsacy plan.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter will be placed in the NRC Public Document Room.
