l Organization and Management Controls

! The NRC inspector reviewed the licensee's HP organization and management controls to determine compliance with WCGS Technical Specifications (TS),

Section-6.0 requirements and commitments in the FSAR, Section 1 '

I The NRC inspector verified that the present WCGS HP organization was in

. agreement with the organization chart contained in the TS and Figure 13.1-1 of the FSAR. The.WCGS HP organization is supplemented with

. personnel from the corporate Radiological Services Division which' includes

persons experienced in the' areas of radiation protection, radioactive waste,
environmental monitoring, and chemistry.
. The NRC inspector verified that position descriptions or station procedures adequately defined the . responsibilities and authority for the HP staf There had been less than 15 percent turnover in HP personnel during the i past 12 months. There appeared to be a sufficient number of HP personnel (5 supervisors, 6 lead' technicians, and 17 technicians plus 7 contractor 1- . technicians) to carry out the radiation protection program. The' licensee had 10 sup~ervisors/ technicians that satisfied the recommendation of-ANSI 18.1-197 on staff with 5 more scheduled'to' achieve qualification

issuance and processing the thermoluminescent dosimeters (TLD) and performing the whole body counting for incoming and terminating personnel.

The HP supervisor-dosimetry performs the daily and routine performance checks for TLD reader and whole body counter. The licensee stated that future plans included upgrading the dosimetry section and having less reliance on contractor personne No violations or deviations were identifie . Training and Qualifications The NRC inspector reviewed the licensee's training program to determine compliance with 10 CFR Part 19.12, TS Section 6.4, and commitments in Section 13.1.3 of the FSAR, General Employee Training The NRC inspector reviewed the lesson plan GE 11 35501, Revision 0, for general employee training. This training course provides the student with a fundamental understanding of the principals of operation for the WCGS, quality program, security, safety, fire protection and emergency response plan. The general employee trainine program provides the necessary information for access to the protected area and is in agreement with procedure ADM 06-20 The licensee also requires all personnel to receive radiation protection training for unescort::d access in the protected are Radiation Worker Training The NRC inspecto. observed select portions of the licensee's radiation training requalification program which is a condensed version of the Category I and Category II radiation worker trainin The licensee requires all personnel -to receive Category I radiation protection training which includes the recommendations of Regulatory Guide (RG) 8.13 concerning prenatal radiation exposure and RG 8.29 regarding biological effects of radiation. For access into the radiologically control areas (RCA) personnel must attend Category II radiation protection training. This training session provides additional radioactive work area practices and requires the student to demonstrate the ability to properly work in the RC Health Physics Department Training The NRC inspector reviewed the HP department training program and discussed training objectives with licensee representatives to determine compliance with procedure ADM 06-240, " Fundamental Training for Health Physics and Chemistry Technicians."

The licensee was in the process of developing the lesson plans and obtain the Institute of Nuclear Power Operations (INP0) accreditation for the training program. The licensee had identified 134 study areas and has completed and approved 28 lesson plans. The licensee

stated that they expected to complete at least 50 percent of these lesson plans by August 1, 1986, which is required for INP0 to accept the progra The NRC inspector discussed with licensee representatives the status of HP staff initial training / retraining. The licensee stated that the initial training / retraining would be presented on a 2 year frequency. The NRC inspector reviewed selected individual training records for HP personnel. The NRC inspector noted that some employees were approaching the 2 year requirement for retrainin The licensee stated that plans were being developed to start retrainin d. Mock-Up Training The NRC inspector discussed with licensee representatives the status of special mock-up training. The licensee had not developed or obtained any mock-ups to perform any special training program The NRC inspector discussed specifically what training would be expected for the October 1986 refueling outage such as steam generator work. The jumpers used to perform eddy current testing and tube repairs would be expected to have completed specialized training on a steam generator either at the licensee's facility or if a vendor was used at his facilit The licensee stated they expected to use a vendor and would ensure that training had been provided for these personnel. The NRC inspector stated that the HP supervisor / technicians who will be overseeing the steam generator work and performing radiation surveys inside the steam generator would also be expected to complete this specialized training. The licensee stated at the exit interview they would consider this program improvemen e. Qualifications, The NRC inspector reviewed the qualifications of the HP staff to determine compliance with commitments made in Section 13.1.3 of the FSA The NRC inspector reviewed the qualifications for HP staff contained in the FSAR and procedure HPH 08-001, "HP Technician Qualification Program Level A." The NRC inspector noted that Table 13.1-1 of the FSAR, which lists the minimum qualifications for plant personnel, specified the position of health physics supervisor but did not list the qualifications for the site health physicis Licensee representatives stated that was in error and the qualifications listed for the HP supervisor should be for the site health physicist.

The ALARA program remains the same as discussed in NRC Inspection Report 50-482/85-31. The licensee
