Gentlemen:

This refers to the inspection conducted by Messrs. M. E. Skow, W. B. Jones,

and D. V. Pickett and Ms. L. L. Gundrum of this office during the period

June 1-30, 1990. This inspection pertained to activities authorized by NRC

Operating License No. NPF-42 for the Wolf Creek Generating Station, and our

findings were discussed with Mr. J. A. Bailey and other members of your staff

at the conclusion of the inspection. '

Areas examined during the inspection included plant status, operational safety

verification, monthly surveillance observation, monthly maintenance

observation, plant startup from refueling, onsite followup of events at

operating power reactors, and review of licensee event reports. Within these

areas, the inspection consisted of selective examination of procedures and

representative records, interviews with personnel, and observations by the NRC

inspectors. The inspection findings are documented in the enclosed inspection

report.

During this inspection, it was found that certain of your activities were in

violation of NRC requirements. Consequently, you are required to respond to

these violations, in writing, in accordance with the provisions of

Section 2.201 of the NRC's " Rules of Practice," Part 2, Title 10, Code of Federal

Regulations. Your response should be based on the specifics contained in the

Notice of Violation enclosed with this letter.

One violation involves multiple examples of inadequate corrective actions

which have failed to prevent the recurrence of similar events.

The second violation concerns several examples of inadequate posttrip review

documentation. The individual examples were evaluated in the aggregate to be

of more than minor safety significance.

Additionally, during this inspection a violation pertaining to the failure to  !

update information into the Updated Safety Analysis Report (USAR) was

identified and evaluated. This violation is not being cited because the ,

criteria specified in Section V.A of the Enforcement Policy were satisfied, as '

the licensee's responsibility to maintain the USAR current, to in part allow

for adequate 10 CFR 50.59 reviews.

We have also examined actions you have taken with regard to a previously

identified inspection finding. The status of this item is identified in

paragraph 9 of the enclosed report.

The response directed by this letter and the accompanying Notice is not subject

to the clearance procedures of the Office of Management and Budget as required

by the Paperwork Reduction Act of 1980, PL 96-511.
