INSERVICE INSPECTION PROGRAM ALTERNATIVE FOR LIMITED REACTOR VESSEL SHELL WELD EXAMINATIONS AND RELIEF REQUEST FROM THE REQUIREMENTS OF ASME CODE, SECTION XI, WOLF CREEK GENERATING STATION (TAC NO. MA4748)

Dear Mr. Maynard:

By letter dated February 4,1999, Wolf Creek Nuclear Operating Corporation (WCNOC) submitted a request for use of an inservice inspection program (ISI) alternative for limited reactor vessel shell weld examinations and Relief Request 11R-50 for its First 10-Year ISI Program Plan. The staff has comp %ted its review of the proposed attemative and relief request. The basis for the staff's conclusions are contained in the enclosed safety evaluation.

Based on the cumulative volumetric examination coverage obtained, and the reasonable assurance of structural integrity provided by the examinations that are being performed, the j

staff concludes that the examinations performed provide an acceptable level of quality and 7

safety. Therefore, the licensee's proposed attemative and request for relief are authorized pursuant to 10 CFR 50.55a(a)(3)(i).
