This letter provides information in accordance with 10 CFR 50.54 (p) (2) concerning changes at Wolf Creek Generating Station (WCGS) affecting the Wolf i
Creek Security Plan. Attachment I provides a description of these changes and a justification for thefchanges.
Changes 1 through 4, described in Attachment i
I, will be incorporated into the Wolf Creek Physical Security Plan by August 31, 1999.
Change 5 is provided for information purposes and will not be incorporated into the Wolf Creek Physical Security PJan.
Attachment II identifies the commitments resulting from this correspondence.
None of these changes reduce the effectiveness of the Wolf Creek Security Plan.

Physical Security Plan:
Figure 3.1-4, 5.1-1, 5.1-2, 5.1-3, 5.1-4, 5.1-5, 5.1-6, 5.1-7, 5.1-8 Change:
This' change revises notes associated with Figure symbols "p" and for the Figures identified above.
This change removes the sentence that states: " Position alarms associated with these doors remain available but are not monitored."
Reason for Change:
Wolf Creek Nuclear Operating Corporation (WCNOC) identified that there would be a significant cost to connect the existing wiring of position alarm devices that are no longer considered vital devices to the new Plant Security Computer System (PSCS).
Justification:
When WCNOC implemented the Vital Island concept, these position alarm devices were placed offline and are no longer considered vital.
Security has no requirement to monitor or respond to these position alarm devices.
The hardware and wiring are still in place, but are not connected to the new computer.
Since this change does not effect the ability of Security to monitor or respond to the required intrusion detection
- devices, this change does not reduce the effectiveness of the Security Plan.
Change 2 Pages Affected:
Physical Security Plan:
3-23 and 5-6 Change:
This change deletes the requirement to provide tamper indication enclosures that are located in areas that are manned by Security 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> a day. These areas are the Secondary Alarm Station (SAS) and the Central Alarm Station (CAS).
Reason for Change:
WCNOC identified that reduction of the number of tamper indication enclosures would be a cost benefit to Wolf Creek.
Justification:
Since the reason for tamper indication is to detect unauthorized entry into cabinets, it is not necessary to have tamper indication for those cabinets located in areas that are manned by Security 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> a day.
Because Security personnel provide adequate detection for these cabinets, this change does not re' duce the effectiveness of the Security Plan.

Change:
This change deletes the following requirement: "Whenever an intrusion alarm is received at the console, a printer prints the type of alarm, location, time and day of year."
Reason for Change:
Line by line printers are being replaced with state of the art laser printers that can print alarm data at the operators request.

The new PSCS has the capability to view alarm data on multiple consoles and to print this information at any time.
The existing computer does not have this capability requiring it to utilize line by Itne printers.
Since the new.:ystem is actually increasing the number of terminals to review alarm data this change does not decrease the effectiveness of the Security Plan.

3-32 Change:
Access and keyboard commands are being changed to reflect new PSCS configuration.
Reason for Change:
Installation of a new Security Computer Justification:
With the installation of the new Security System Computer the keyswitch that controls certain operator commands will be replaced with software commands.
Currently when the command enable switch is activated, it activates an alarm in the SAS/CAS and certain high level commands are available for change without concurrence of the other alarm station.
With the new system these commands will all require concurrence with the other alarm station, prior to the change being made.
The only exception to this is during a partial system loss or I
if an alarm station is under duress, the system automatically allows changes without concurrence.
This is similar to our current system in which the same capability is available by i
activating the independent mode keyswitch.
The new system capabilities to control certain high level commands by using software controls does not reduce the effectiveness of the Security Plan.
i Change 5 Pages Affected:
Physical Security Plan:
No pages being revised.
Change:
This change temporarily provides power to run the new PSCS from a power supply that is not an uninterruptible source.
This condition will exist only while both the old and new PSCS are monitoring security devices concurrently.
Reason fot Change:
This change is needed to allow both computers to operate concurrently and to monitor the system.
Justification:
During the computer replacement project it will be necessary to provide power to some of the new server equipment from a source without an Uninterruptible Power Supply (UPS).
This temporary configuration will last approximately 7 days and will only be needed during the time frame when both the old PSCS and the new PSCS are monitoring the system concurrently.
Adequate security personnel will be onsite to compensate in the unlikely event of a failure of the temporary power supply.
Because adequate compensatory measures will be in
- effect, this does not lessen the effectiveness of the Security Plan.
Since this change is of short duration, it will not be incorporated into the Physical Security Plan.
