On June 28, 1989, theNRCissuedCenericLetter(GL)8910requestingthe establitho.ent of a program to ensure the operability of all safety.related MOVs under design Lasis conditions. The program in CL 89 10 significantly expands the scope of the progren. outlined in NRC Lulletin 85 03 and its supplement.
The schedule provided in the GL requested that a description of your MOV program be availtble for review by June 28, 1990, or the first refueling af ter Dr.ct.n.ber 28, 1989, whichever was later.
Information that should be contaited in your program description was discussed during the workshops held in September 1989. The staff ?ositions on questions presented during the workshops have been issued in t ie form of a supplen;ent to the GL. As your program is dt.veloped, justification for any differences between your program and the GL ennplified by the workshop connents should be incor-porated into your program dtscription.
Your response to GL 89 10 dated December 26,1989(N089-0228), stated that you intend to meet the schtdule and reconnendations of the Generic Letter, i
