SAFETY EVALUATION (SE) RELATED TO THE WOLF CREZ/. GEdERATiht STATION FlhST TLk YLt.R lbSERVICE TESTING (IST) PROGRAM AND REQUESTS FOR RELIEF FROM CERTAIN REQUIREMENTS (TAC NO. 57359) by letter dated April 14, 1988, Wolf Creek Nuclear Operating Corporation subs;itte.d a response to the staf f's SE dated January 15, 1988, on the Wolf Creek Generating Station IST program. Letters were also submitted on June 29, 1988, September 1,-1988, October 20, 1988, and June 9, 1989, in response to the staff's request for additional informatiuh. Tht. submittals describe the changes to the IST program based on the 19 anomalies identified in Appendix C of EG&G Idaho Inc's (EG&G) lechnical Evaluation Report attached to the NRC SE dated January 15, 1988. The major changes involved the accition, celetion and revision of 12 relief request:; ar.d other changes involving reclassifying 16 valves from passive to active and clarifying a cold shutdown justification.

The NRC staff along with the technical assistance from EG&G has completed its review on the proposed IST program char;ges as noted abcve. We have reviewed the relief request pursuant to 10 CFR 50.55(a)(3)(1) and (g)(6)(i) which authorizcs the Commission tc grcnt relief from requirements uper. making the necessary findings. In requesting relief under 10 CFR 50.55(a)(3)(i) er (g)(6)(i), it must be demonstrated that: (1) the proposed alternatin previde an acceptable levt1 of quality and safety or (2) conformance with certain requirements of the applicable Code edition and addenda is impractical for its fa cility . As stated in the enclosed SE, thc staff has determined that for the relief granted, pursuant to 10 CFR 50.55a(g)(6)(i) and 50.55a(a)(3)(1), the requirements of the code are impractical and the proposed alternatives will provide an acceptable level c1 quality ano safety.
