Wolf Creek Nuclear Operating Corporation's 180-Day Response to Generic Letter (GL) 99-02,
" Laboratory Testing of Nuclear-Grade Activated Charcoal" Gentlemen:
This letter provides the Wolf Creek Nuclear Operating Corporation (WCNOC) 180-day response to the Nuclear Regulatory Commission request for information regarding Technical Specification (TS) required laboratory testing of nuclear-grade activated charcoal (NRC Generic Letter 99-02, " Laboratory Testing of l
Nuclear-Grade Activated Charcoal").
NRC Generic Letter 99-02 states:
Within 180 days of the date of this generic letter, submit a written response to the NRC describing your current TS requirements for the laboratory testing of charcoal samples for each ESP ventilation system including the specific test protocol, temperature, RH, charcoal bed thickness, total residence time per i
bed depth, and penetration at which the TS require the test to be performed.
If your current TS specifically require laboratory testing of charcoal samples in accordance with the ASTM D3803-1989 l
protocol at 30*C [ 8 6*F), and you have been testing in accordance j
with this standard, then you only need to address this requested i
action (i.e. no TS amendment or additional testing is required).
WCNOC's Response:
WCNOC pursued and was granted a change f.o the Wolf Creek Generating Station's (WCGS) Technical. Specifications regarding laboratory testing of charcoal.

Amendment 102 was issued September 4, 1996. The amendment adopted ASTM D3803-1989, " Standard Test Method for Nuclear-Grade Activated Carbon," as the laboratory testing standard for c-ha rcoal samples from the charcoal adsorbers j
in the control room filtrat.an system, control building pressuri;:ation system,
[j and the auxiliary / fuel building emergency exhaust system.
The granting of the amendment changed WCGS Tcchnical Specification Surveillance Requirements \\
4.7.6.c.2, 4.7.6.d, 4.9.13.b.2, and 4. 9.13.c to reference ASTM D3803-1989 as the requirement for t!.e laboratory testing of the charcoal.
The following addresses the Generic Letter request to describe the current Technical Specification requirements for testing of charcoal samples.

less than 2 percent Since the current WCGS Technical Specifications specifically require laboratory testing of charcoal samples in accordance with the ASTM D3803-1989 protocol at 3 0*C, and WCNOC has been testing in accordance with this standard, no further actions are necessary.
