Docket No. 50-482: Response to NRC Administrative Letter 99-02 Gentlemen:

The Reference requested that all power reactor licensees provide, on a voluntary basis, estimates of the number of new licensing action requests they plan to submit in upcoming fiscal years. Specifically, licensees are requested to provide 'l) a simple numerical estimate of the licensing actions expected to be submitted in Fiscal Year (FY) 2000 and (2) an estimate of the number of licensing actions expected to be submitted in FY 2001. The Reference also requests Licensees identify by brief title those submittals expected to generate complex reviews, particularly any power uprate requests, license renewal requests, or dry cask storage applications.

The Reference defines licensing actiores as requests for license amendment or extension, exemption, relief, review of a topical report submitted by a specific licensee, notice of enforcement discretion, or other licensee request requiring NRC review and' approval before it can be implemented by the licensee.

Wolf Creek Nuclear Operating Corporation (WCNOC) currently plans to submit fourteen new licensing action requests in FY2000. WCNOC believes two of these submittals could potentially generate complex reviews. Both submittals l involve American Society of Mechanical Engineers (ASME) Code Case relief requests that, to our knowledge, have not yet been requested by any other Licensee. O WCNOC currently anticipates submitting two significant licensing action I I requests, both involving y r Inservice Inspection (ISI) program, in FY2001.
