Gentlemen:

SUBJECT: NRC INSPECTION REPORT 50-482/90-34

This refers to the special inspection conducted by Mr. M. E. Skc.w and

Ms. L. L. Gundrum of. this office on September 26 through October 5,1990.

This

inspection included a review of activities authorized for your Wolf Creek

Generating Station facility. At the et,.y.lusion of the ir.spection. the findings

>

,were discussed with those members of your etaff identified _in the enclosed

report.

The area examined during the inspection involved the onsite followup of an

event that was identified at the Wolf Creek Generating Station on October 1,

1990.

The event involved an unanalyzed condition.for the turbine driven -

auxiliary feedwater pump',.which resulted in the determination that the pump had

been inoperable since November.2, 1989. The inspection consisted of selective

"

examination of procedures and representative records, interviews with

-personnel, and-observations by.the inspectors. The inspection findings are

documented in the enclosed inspection report.

Based on the results:of this inspection, two apparent violations were-

. identified and are being considered for escalated enforcement action in

-

accordance with the NRC Enforcement Policy,10 CFR Part 2, Appendix C.

The'

apparent violations involve the failure to meet Technical Specification

. _

,

operability requirements for the turbine driven aux 111ery feedwater: pump during

,

,

plant operations and'the failure of the corrective. action. program to ensure

i that hardware failures and nonconfoming. conditions' are' evaluated to assure

eq'ipment operability. The staff was concerned that"the failure to evaluate

hardware failures'and nonconforming conditions may also result in items not-

being-reviewed for reportability.in accordance with 10 CFR 50.72 and

-

10 CFR.50.73. Please be advised that the number and characterization of

.

apparent violations' described in the enclosed inspection report may change as a

result of further NRC review.

scheduled for November 6,1990, at 1 p.m. (CST) in the Region IV office. The

purpose of this conference is to discuss the apparent violations, their causes,

and safety significance; to provide you the opportunity to point out any errors

in our inspection report; to provide an opportunity for you to present your

proposed corrective actions; and to discuss any other infonnation that will

help determine the appropriate enforcement action in accordance with the

Enforcement Policy. You will be advised by separate correspondence of the

results of our deliberations on this matter. No response regarding this

apparent violation is required at this time,
