| This refers to the inspection conducted by Mr. James A. F. Kelly of this office during the period May 5-9, 1986, of activities authorized by NRC Operating License NPF-42, for Wolf Creek- Generating Station, and to the discussion of our findings with Mr. F. T. Rhodes, and other members of your staff at the conclusion of the inspectio Areas examined during the inspection included the Physical Security Plan and implementing procedures, management effectiveness, security organization management, security program audit and records and reports. Within these areas the inspection consisted of selective examination of procedures and representative records, interviews with personnel, and observation by the inspector. The inspection findings are documented in the enclosed inspection repor During this inspection, it was found that certain of your activities were in violation of NRC requirement Paragraphs 2 ar,d 3 of the enclosed inspection report provide details of the apparent violation which has the potential for escalated enforcement and will be the subject of separate correspondence. As discussed in the telephone conversation between Mr. Ramon Hall of this office and you on July 18, 1986, no enforcement conference will be held to discuss this matter. However, after reviewing this report if you choose to have an enforcement conference with us, plea,e contact Mr. Richard L. Dear Mr. Johnson:
This letter is written in reponse to your letter of September 16, 1986 which transmitted the violation from Inspection Report STN 50-482/86-12. As requested, the violation (482/8616-12) identified in the Inspection Report is being addressed in four parts.
(a) The reason for the violation if admitted; (b) The corrective steps which have been taken and the results achieved; (c) Corrective steps which will be taken to avoid further violations; and (d) The date when full compliance will be achieved.
Attachment A contains Safequards Information in accordance with 10 CFR 73 21 and therefore should be withheld from public disclosure. This letter, when seperated from the attachment does not contain Safeguards Information and should be handled as decontrolled.
