Docket No. 50-352 License No. NPF-27 Philadelphia Electric Company ATTN: Mr. C. A. McNeill Executive Vice President - Nuclear Correspondence Control Desk P. O. Box 7520 Philadelphia, Pennsylvania 19101 7 Gentlemen:

Subject:

Final Exercise Report of the April 5, 1988, Exercise of Off-site Radiological Emergency Preparedness Plans for the Limerick Generating Station This letter transmits the Federal Emergency Management Agency (FEMA) report of the April 5, 1988 Limerick Generating Station full participation emergency exercise.

The. report indicates that a deficiency was identified in Lower Pottsgrove Township regarding the overall response capability of the Emergency Operations Center staff. This has resulted in a FEMA finding that the state of off-site preparedness at the Limerick Generating Station is not adequate to provide reasonable assurance that appropriate measures can be taken to protect the health and safety of the public. We also note that the report indicates that compensatory actions taken by Montgomery County were adequate to protect the population of Lower Pottsgrove Township. Nonetheless, a remedial exercise is scheduled for Lower Pottsgrove Township for June 14, 1989, that will be observed by FEMA. A schedule of corrective actions is included in the exercise report which addresses the current areas requiring corrective action.
