Thank you for your letter dated April 29, 1988, informing us of the steps you have taken to correct the violations which we brought to your attention in our letter dated March 29, 1988 (Report No. 50-457/88007). We will examine the effectiveness of your actions during a future inspectio Your letter also requested that we withdraw the violation regarding deviation reporting based on an incomplete understanding of the Deviation Reporting Program at Braidwood. We have reviewed'your response to this violation and the associated Deviation Report which was issued regarding the event, and have determined that this violation should be withdraw The violation was based on the failure to write a deviation report based on a perceived plugged recirculation line from the U-0 boric acid pump. However, a deviation report was written for the inability to obtain flow from this pump at the time of the event. Based on the expected flow from the mini-recirculation line being 2 gpm, and the flow gauge used ranging from 0-90 gpm, we agree that the operator would have difficulty in determining that flow had been established and could have been mislead into thinking that the line was plugged. When the throttle valve 2AB8478 was opened, operators were immediately able te observe and control the recirculation line flow rate. Based on the above, we conclude that a deviation report for the system inoperability was written, and that no separate deviation report was required based solely on a plugged recirculation lin It is important to note that this withdrawal is based on the existence of a deviation report for the event in question and not on your description of when deviation reports are require Our records will be modified to indicate the withdrawal of this violatio !
