EVALUATION OF THE SECOND 10-YEAR INTERVAL INSERVICE INSPECTION PROGRAM REQUEST FOR RELIEF NO.12R-07 FOR BRAIDWOOD STATION, UNITS 1 AND 2 (TAC NOS. MA1612 AND MA1613)

Dear Mr. Kingsley:

By letter dated April 17,1998, as supplemented by letters dated August 3 and September 2, 1998, Commonwealth Edison Company (Comed, the licensee) submitted the second 10-year interval inservice inspection (ISI) program plan and 31 relief requests for Braidwood Station, Units 1 and 2. Relief Request 12R-27 was subsequently withdrawn by Comed's letter of August 3,1998 The staff had reviewed and evaluated the information provided by Comed related to Relief Request 12R-07. This relief request proposed alternatives to the volumetric examination of the i nozzle-to-shell welds and the nozzle inner radius of the Residual Heat Removal Heat Exchanger. The proposed alternatives in 12R-07 are consistent with the actions that have been previously reviewed and approved by the staff. The staft finds that the proposed alternative provides an acceptable level of quality and safety. Relief Request 12R-07 is authorized pursuant to 10 CFR 50.55a(a)(3)(i) for the second 10-year interval. The basis for authorizing this relief is stated in the enclosed Safety Evaluation.

In previous correspondence, we have granted some of the relief requests. Our letter of August 31,1998, granted 12R-14. Our October 26,1998, letter granted Relief Requests 12R-05,12R-11,12R-12,12R-13,12R-15,12R-17,12R-25, and 12R-26; 12R-31 was denied. Relief Request 12R-30 was granted on October 2,1998. The remaining relief requests are under review and the results of the review will be reported in a later Safety Evaluation.
