Gentlemen:
This letter refers to the special maintenance team inspection conducted by
Mr. H.'A. Walker and others of this office on April 16 through 20, and April 30
through May 4, 1990. During this inspection, we evaluated. activities at the
Braidwood Nuclear Generating Station, Units 1 & 2, authorized by NRC Operating
License No. NPF-72 and NPF-77. We discussed our inspection findings with
Mr. R. E. Querio and others of your staff on May 10, 1990.
The inspection was conducted while Unit I was in operation and during the Unit
2 refueling outage to assess and evaluato your support to and implementation of
maintenance and engineering to assure that plant structures, systems, and
components reliably perform on demand. Wt evaluated various activities to
determine if maintenance and engineering were accomplished, effective, and
adequately assessed by your own quality ver;fication process.
The enclosed copy of our inspection nport iden'ifies specific areas examined.
during the inspection. Within these a eas, we selectively examined procedures
and representative records, made observations, and had interviews with your
personnel.
In an attempt to focus on th0se activities that are most risk
significant, we used insights from a Probcbilistic Risk Assessment study
performed by the NRC to select systems and components important to safety.
Overall, the inspection team concluded that implementation of the maintenance
program at the Braidwood Nuclear Generating Station was good.
Section 5.0 of
the inspectien report provides a synopsis of the effectiveness of your
maintenance p ograms.
The team identified strengths as well as weaknesses in the implementation of
the maintenance programs.
Some of the more significant strengths were:
(1)
-experienced management committed to good maintenance; (2) personnel committed
to compliance with procedures that are well-written; (3) very low accumulated
radiation dose; (4) excellent computer-based systems for trending and tracking;
and (5) innovative and practical methods for improving maintenance such as a
video mapping system and a micro-electronic surveillance'and calibration system
(MESAC).
There were no significant weaknesses identified.
During this ii.:pection, we determined that certain of your activities appeared
to be in violation cf NRC requirements, as specified in the enclosed Notice. A
