Braidwood Station Security Plan, Revision 46 In accordance with 10 CFR 50.4(b)(4), " Security plan and related submittals," attached are the original and three (3) copies of the Commonwealth Edison (Comed) Company Braidwood Station Security Plan, Revision 46.

l Braidwood Station Security Plan, Revision 46, includes the following changes.

A revised defensive strategy was formulated and tested for Braidwood Station. .

1 his defensive strategy was developed from the successful implementation of Byron Station's defensive strategy demonstrated during the Operational  !

Safeguards Response Evaluation (OSRE) Regional Assist evaluation conducted in November 1998. Through the use of tabletop exercises and field drills, the revised defensive strategy was proven to defend the plant against the design basis threat as described in 10 CFR 73.1, " Physical Protection of Plants and Materials, Purpose and Scope." This revised defensive strategy reduces the required number of armed responders.

Due to the implementation of the revised defensive strategy, responders were relocated to strategic positions. Based on these new positions, the methods used for compensatory measure implementation were modified. This change meets the requirements set forth in 10 CFR 73.55(c)(4), " Requirements for physical protection of licensed activities in nuclear power reactors against radiological sabotage, Physical barriers

  • which address the detection of penetration or attempted penetration of the protected area or the isolation zone adjacent to the protected area.

As part of the revised defensive strategy, the contingency weapon was evaluated.

Page 2 N0. 2 l effective defensive strategy. The Braidwood Station Security Plan was changed l to reflect the replacement of the weapon designated for contingency use. In addition, the change included a revision to the weapons qualification course to correspond with the new contingency weapon. Through the use of tabletop i exercises and field drills, the revised defensive strategy, utilizing the new weapon, j was proven to defend the plant against the design basis threat as described in j 10 CFR 73.1. j These changes to the Braidwood Station Security Plan were implemented September 17, l 1999. Pursuant to 10 CFR 50.54 (p)(2), this description of the changes is required to be submitted by November 16,1999.

As required by 10 CFR 50.54(p)(2), we have concluded that these changes do not j decrease the safeguards effectiveness of the Braidwood Station Security Plan. '

The attachment contains Safeguards Information that must be protected from public j disclosure as required by 10 CFR 73.21, " Requirements for the protection of safeguards information."
