Dear Mr. Kingsley:

On Junc 10,1999, the NRC completed initial operator licensing examinations at your Braidwood Nuclear Generating Station, Units 1 and 2. The written examination was administered on June 7,1999, and the operating examination was administered June 8 through 10,1999. During the license examination, the examiners observed control room operations and reviewed portions of administrative and operating procedures. The enclosed report presents the results of the examination and the concurrent operations inspection.

At the conclusion of the examination process, preliminary findings were discussed with those members of your staff identified in the enclosed report during an exit meeting on June 11,1999.

The license applicants' performance evaluations were finalized and members of your staff were informed of the examination results on June 28,1999.

Operating and written examinations were administered to four license applicants. Three applicants were administered Senior Reactor Operator (SRO) examinations and one applicant was administered a Reactor Operator (RO) examination. All three SRO applicants passed all sections of the examinations and were issued SRO licenses to operate your Braidwood Nuclear Generating Station, Units 1 and 2. The RO applicant failed the administrative section of the operating examination and was subsequently denied an operator license.

Your training staff submitted good quality examination material and performed well during the review, validation, and administration of the examinations. Licensed operators involved in the validation and administration of the examination also performed well. It is our expectation that the Braidwood training department instructors will use the performance deficiencies demonstrated by the applicants and noted in the accompanying report as feedback to improve the operator license training program in accordance with your Systematic Approach to Training (SAT) program. - 1
