J. A. Hopkins, B. L. Jorgensen, M. A. . Kunewski, ii. Begel, M. Peck, and

Ms. D. R. Calhoun of this office from Jur.e 17 through July 28, 1990, of

activities at the Braidwood Station,~ Units 1 and 2, authorized by NRC Operating

Licenses;No. NPF-72 and No. NPF-77, and to the discussion of our findings

with Mr. R. E. Querio and others of your staff' at the conclusion of the

inspection.

The enclosed copy.of our inspection report identifies areas examined during

the inspection. Within-these areas, the inspection consisted of a selective

examination of procedures and representative records, observations, and

interviews with personnel.

During this inspection, certain of your activities appeared to be in violation

of;NRC' requirements, as s)ecified in the enclosed Notice. A written response

is required. Regarding tie second violation, we recognize that this single

missed surveillance did not result in significant degradation of safety.

However,- described in the attached report, you appear to have a weakness-in your

overall management control of non-routine Technical Specification surveillance

activities. We are concerned.that' continued performance at this level may

-result in a more serious situation.' The. enclosed Notice reflects this concern

-and in your response, please describe action you plan to take to strengthen

~

management control of non-routine' surveillance activities.

In.accordance with 10 CFR 2.790 of the Commission's regulations, a copy of

this letter . the enclosures, and your response to this letter will be placed

in the NRC Public Document Room.

The responses directed by this letter and the accompanying Notice are not

subject to the clearance procedures of the Office of Management and Budget as

required by the Paper,<ork Reduction Act of 1980, PL 96-511.
