This refers to the special safety inspection conducted by Messrs. T. E. Taylor and T. M. Tongue of this office from March 14 through March 25, 1988, of activities at the Braidwood Station, Units 1 and 2, authorized by NRC Operating Licenses No. NPF-72 and No. NPF-75, and to the discussion of our findings with Mr. R. E. Querio and others of your staff at the conclusion of the inspectio The enclosed copy of our inspection report identifies areas examined during the inspection. Within these areas, the inspection consisted of a selective examination of procedures and representative records, observations, and interviews with personne During this inspection the NRC staff has determined that certain of your activities appear to be in violation of NRC requirements, as specified in the enclosed Notice. The inspection found that the actions required by Technical Specification 3.0.3 had not been met on two separate occasions when two of three trains of the non-accessible area exhaust filter plenums of the Auxiliary Building Ventilation Systera were inoperable for approximately 15-hour and 7-hour period y During the review of this violation, we considered escalated enforcement action. After consideration of the plant configuration, duration of inoperability, and event safety significance, we hava concluded that the appropriate enforcement action for this event is the issuance of a Severity Level IV violation. A written response is required.

l Based on the previous findings of the operational readiness inspection (Inspection Report 457/88007(DRS)) relevant to out-of-service activities and the related findings identified in this inspection, we are concerned about your management of these activities.
