This refers to'the routine safeguards inspection conducted by

Ms. G. M. Christoffer and Mr. T. J. Madeda of this office on July 31 through

August 15, 1989,- of activities.at Braidwood Nuclear Power Station, Units-1

and 2,. authorized by NRC Operating Licenses No.NPF-72 and No. NPF-77, and

, to the discussion of our. findings with.Mr. Quer.io at the conclusion of the.

inspection.

The enclosed copy of our inspection report identifies areas examined during

the inspection. Within these areas, the inspection co'nsisted of a selective

examination of procedures'.and' representative records,-observations, and

interviews with. personnel.

During this inspection, certain of your activities appeared to be in violation

of NRCLrequirements,-as described in the enclosed Notice. With respect to

Item 1, the inspection showed that actions had been taken to correct the

-identified violation and to prevent recurrence. Our understanding of your

' corrective ~ actions is described in Paragraph 4.a of the enclosed inspection

report. . Consequently, no reply to the violation is required and we have no

further questions regarding this matter at this time. Regarding the remaining

items a written response is required. We have reviewed your staffs comments

' that were presented at the exit interview concerning your position that

Violation No. 2 did not represent a violation. Based on our review of this

matter, which included consultation with our Headquarters staff, we confirmed

our original. conclusion that your access control practice was in violation of

the cited section of your NRC approved security plan.

Areas examined dur.ing this inspection concern a subject matter which is

'

exempt from disclosure according to Part 73, Title 10,. Code of Federal

Regulations, Section 73.21(c)(2). This information must be handled and

L protected in accordance with the provisions of 10 CFR 73.21. Consequently,

the enclosure to this' letter, our report of the inspection, and your response

to the violation (s) identified in the enclosure to this letter will not

be placed in the NRC Public Document Room. Therefore, your statement of
