- REVISED STEAM GENERATOR TUBE RUPTURE ANALYSIS FOR BYRON, UNIT 2, AND BRAIDWOOD, UNIT 2 (TAC NOS. M97316 AND M97318)

Dear Mr. Kingsley:

By letter dated November 13,1996,' Commonwealth Edison Company (Comed, the licensee) submitted a revised steam generator tube rupture (SGTR) analysis for Byron and Braidwood Stations. The revised analysis was submitted to support steam generator replacement at Unit 1 of each station. The SGTR analysis was also revised for Unit 2 of each station because Comed proposed to change operator actions used to mitigate the consequences of the event.

Comed provided add. anal information by letters dated March 20, June 24, August 19, November 3, November 26 and December 19,1997; April 13 and June 10,' 1998, and April 20, 1999. The staff approved the analysis for Unit 1 of each station by letter dated January 28, 1998, as supplemented by letter dated March 11,1998.

The staff has completed its evaluation of the potential radiological doses associated with a SGTR at Byron, Unit 2, and Braidwood, Unit 2. The licensee had postulated that a steam generator tube rupture accident occurred coincident with a loss of offsite power. Two cases

. were considered. One case assumed that the accident induced an iodine spike, referred to as the accident-initiated spike case The second case assumed that prior to the steam generator .

tube rupture occurring, an iodine spike had occurred, referred to as a pre-existing spike case.

For the above two cases, the staff confirmed the licensee's conclusions that the dose guidelines  ;

of 10 CFR Part 100 and 10 CFR Part 50, Appendix A, General Design Criterion 19 would be met. The staff's safety evaluation is enclosed.
