' Dear Mr. Kingsley:

On April 23,1999, the NRC completed an engineering and corrective action' inspection at your

Braidwood Units 1 and 2 reactor facilities. The enclosed report presents the results of that

L inspection.

> Areas examined during the inspection are identified in the report. The inspection included an

assessment and evaluation of engineering support, design change and modifica'.,on activities

including 10 CFR 50.59 evaluations and screenings, corrective action and intrmal assessment

.

activities. Within these areas, we selectively observed activities in progress, reviewed

procedures and representative records, observed plant conditions, and discussed activities and

concems with members of your staff.

,

Overall, our inspection results indicated that the engineering program was effective.

. Modifications effectively resolved problems and post-modification testing ensured system

operability. - Controls over temporary modifications were strong and appropriate. Evaluations

done in accordance with 10 CFR 50.59 were thorough and operability determinations reviewed

were of good quality. The problem resolution portion of the corrective action program was

considered a strength, with thorough and effective root causes preventing recurrence of

. problems. Self-assessments were good and the continuous assessment process appeared

thorough.

Based on the results of this inspection, the NRC has determined that two violations of NRC

requirements occurred.L These violations are not being cited, consistent with Appendix C of the

Enforcement Policy. The violations are described in the subject inspection report. If you contest

- either the severity level or the violation itself, you should provide a response within 30 days of

the date of this inspection report, with the basis for your denial, to the Nuclear Regulatory

Commission,' ATTN: Document Control Desk, Washington DC 20555-0001, with copies to the

~ Regional Administrator, Region lil, and the Director, Office of Enforcement, United States
