NRC ROUTINE RADIATION PROTECTION INSPECTION REPORT

Dear Mr. Kingsley:
- On June 23,1999, the NRC completed an inspection at your Braidwood Generating Station,-
Units 1 and 2. The enclosed report presents the results of that inspection.
The inspection was an examination of activities conducted under your license as they relate to
radiation safety and to compliance with the Commission's' rules and regulations and with the
conditions of your license. Within these areas, the inspection consisted of selective
examinations of procedures and representative records, interviews with personnel, and
observation of activities in progress. Specifically, the inspection focused on the radiation
l protection activities associated with the Unit 2 refueling outage, including external and Internal
exposure control programs, as-low-as-is-reasonably-achievable planning and contract radiation
protection technician training.

We observed effective radiological planning for the Unit 2 refueling outage. ' Your radiation
protection staff prepared thorough radiological plans and provided effective oversight of ongoing

work activities, which contributed to the lowest outage dose at your site. In addition, we

observed that your staff properly implemented the respiratory protection program and the
\\
intemal dosimetry program.-
- However, on May 23,1999, station supervisors identified an individual sleeping in a cable tray
inside the Radiologically Controlled Area. The sta# took immediate corrective and disciplinary
action to address the issue. While station policy is clear regarding such matters, station
procedures do not clearly delineate the policy or specifically restrict sleeping in the plant.-
Consequently, no violation of NRC requirements was identified regarding this issue. However,
the failure of station procedures to address this was considered a weakness,
