'The; purpose.of:this inspection was to verify that your E0Ps are technically

correct; that their specified actions can be accomplished using existing-

- equipment, controls, and instrumentation; :and that available procedures have

.the' usability'necessary to. provide the operator with an effective operating
tool'to place.the plant in a safe shutdown condition.

'The enclosed copy of our inspection report identifies areas examined during
,Lthe inspection.
Within these areas, the inspection consisted of a selective

- examination'of procedures and representative-records, observations, and

Linterviews with personnel.
The Commonwealth Edison Company is to be commended for the.overall quality
,
of the. 'Iraidwood E0Ps.
No major concerns with the E0Ps were identified.during
- this inspection.
'While'no violations of NRC requirements were identified during this inspection,
. e do request that. you_ respond to the open items detailed in Appendix B ,of the
w
enclosed inspection report.
For Open Items 456/89011-01; 457/89011-01 and
456/89011-02;. 457/89011-02, we request you provide dates for completing these
.' actions. .For Open Item 456/89011-03; 457/89011-03, we request you provide
.your plans for addressing the issues described therein.
~In accordance with 10 CFR 2.790 of the Commission's regulations, a copy
of this letter and the enclosed inspection report will be placed in the
NRC Public Document ~ Room.

The response. directed by this letter is not subject to the clearance
