EVALUATION OF RELIEF REQUESTS RELATED TO REVISION 5 OF THE FIRST 10-YEAR INTERVAL INSERVICE INSPECTION PROGRAM FOR BRAIDWOOD STATION, UNITS 1 AND 2 (TAC NOS. MA1354 AND MA1355)
Dear Mr. KingMey:
By letter dated March 5,1998, Commonwealth Edison Company (Comed) submitted Revision 5 to the first 10-year interval inservice inspection (ISI) program plan for Braidwood Station, Units J
1 and 2. The submittalincluded four relief requests not reviewed previously by the NRC.
Three relief requests (NR-35, NR-36 and NR-37) apply to Unit 2 only. Relief Request NR-38 was requested for both units.
The staff, with the assistance from its contractor, Idaho National Engineering and Environmental Laboratory (INEEL) has reviewed and evaluated the information provided by Comed related to the relief requests. The str ~ adopts the evaluation and conclusions contained in the technical letter report (TLR) prepared by INEEL. The enclosed safety evaluation incorporates the TLR.
Relief is granted for NR-35, NR-37, and NR-38 pursuant to 10 CFR 50.55a(g)(6)(i) on the basis of the impracticality of performing the required inspections and the burden on Comed if the g
American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code (Code) requirements were imposed. The alternative proposed in relief request NR-36 is authorized pursuant to 10 CFR 50.55a(g)(ii)(A)(5) and 10 CFR 50.55a(3)(i) on the basis that it provides an acceptable level of quality and safety Sincerely, Original Signed By p(".hh hony J.
