SUBJECT:

FRENCH PHYSICAL SECURITY VISIT AND DISCUSSIONS On June 16-22, 1989, two French security experts will visit the U.S. to exchange information on the protection of commercial nuclear reactors in the U.S. and ,

France. In particular, the following issues are of interest:

1. regulations for physical protection and control of nuclear inaterials,
2. threats considered for the analysis of security,
3. analysis and evaluation for the protection of nuclear power plants,
4. interface safety security,
5. vulnerability analysis,
6. methods of analysis, and

.7. sabotage at nuclear power plants.

A special agreement between the NRC and the French Ministry of Research and Industry (MRI) was signed on June 15, 1984. The agreement allows for the exchange of classified information on the above topics.

As part of their overall program, it would be greatly appreciated if they could be scheduled to tour the Braidwooo Nuclear Station on Wednesday, June 21, 1989, to discuss plant physical protection and security philosophy.

The special agreement signea by both parties ensures that adequate measures will be taken to protect the information exchanged so you may make authorized disclosure of Safeguards Information to these individuals in the course of discussions. Additionally, the NRC will receive copies of the Secret Defense clearances for these gentlemen. Prior to disclosure, an appropriate Commonwealth Company representative should first instruct the foreign participants on the access, dissemination, and physical protection requirements set forth in 10 CFR 73.21.

Mr. Stephen P. Sands, and a Division of Reactor Inspection and Safeguards representative from our headquarters office will accompany the visitors to the site.
