BRAIDWOOD INSPECTION REPORT 50-456/99011(DRP); 50-457/99011(DRP)
Dear Mr. Kingsley:
On July 6,1999, the NRC completed an inspection at your Braidwood Units 1 and 2 reactor
facilities. The enclosed report presents the results of that inspection.
During the 6-week period covered by this inspection, your conduct of activities was generally
characterized by safety-conscious' operations, sound engineering and maintenance practices,
and careful radiological work controls.
In the enclosed report is documented the equipment failure of some essential service water
isolation ball valves. The poor material condition of these valves resulted in the unnecessary
isolation of an entire train of the emergency core cooling system for 8 hours9.259259e-5 days <br />0.00222 hours <br />1.322751e-5 weeks <br />3.044e-6 months <br />. In the past few
months equipment failures have resulted in two unusual events, two reactor trips, two
unscheduled plant shutdowns, and the need for a Notice of Enforcement Discretion to prevent a
third reactor shutdown. Although we recognize that the number of non-outage work requests
has been greatly reduced, these problems indicate a possible reduction in the material
condition of the station.
Based on the results of this inspection, the NRC has determined that two violations of NRC
requirements occurred. These violations are being treated as Non-Cited Violations (NCVs),
consistent with Appendix C of the Enforcement Policy. These NCVs are described in the

subject inspection report. If you contest the violation or severity level of these NCVs, you
should provide a response within 30 days of the date of this inspection report, with the basis for
your denial, to the Nuclear Regulatory Commission, ATTN: Document Control Desk,
Washington DC 20555-0001, with copies to the Regional Administrator, Region lil, and the
Director, Office of Enforcement, United States Nuclear Regulatory Commission, Washington,
DC 20555-0001.
