SUBJECT: NOTICE OF VIOLATION (NRC INSPECTION REPORTS N0. 50-373/86040 AND NO 50-374/86040)

This refers to the inspections conducted during the period October 8 through November 17, 1986, of activities authorized by NRC Operating Licenses No. NPF-11 and No. NPF-18 for the LaSalle County Nuclear Power Station, Units 1 and 2. The inspection identified one procedural violation and one Technical Specification violation during the performance of a surveillance test on the Residual Heat Removal System for Unit i on October 17, 198 As stated in our correspo dence to you dated December 2, 1986, the two violations were under corsideration for escalated enforcement action. As a result of our review ve have decided to issue one Severity Level IV violation for the Techrscal Specification violation and request an enforcement conf,erence on the procedural violations. The procedure violation concerns issues which have occurred in the past and corrective actions have not been effective in prevent 11g their recurrence. The subject of the violation was failure of the contr(1 room operator to recognize off normal conditions and failure to perform a proper second verificatio A telephone convers.ition was held between Mr. G. Wright of my staff and Mr. Turbak of your staff and it is our understanding that February 13, 1987, at 2:00 p.m. (CST) in the Region III office in Glen Ellyn, IL would be an acceptable date f ar an enforcement conference. Be prepared to discuss the actions you have taken or plan to take to prevent recurrence of these problem You are required to respond to this letter and should follow the instructions specified in the enclosed Notice when preparing your response.
