DISCRETIONARY ENFORCEMENT REGARDING DIESEL GENERATOR SURVEILLANCE TESTING - LASALLE COUNTY STATION, UNITS 1 AND'2 This letter is in response to your letter of May.3,1989, documenting your May 2,1989, verbal request that NRC exercise discretionary enforcement regarding the emergency diesel generators at LaSalle County Station, Unitc.

During our discussions with your staff on May.2,1989, the initial request was a 12. hour extension from 5:00 p.m. (CDT) for fast-start testing'of each diesel in turn from ambient conditions,' without a prior warmup engine run._ I determined that an extension until 5:00 p.m. May 3,1989, was more appropriate ~

We reviewed'your verbal request, noting that testing was commencing immediately, that each diesel was to be' tested in turn and that any, failures would require completion of the actions specified in the Technical Specifications. Accordingly, we granted the requested extension of' time to ' complete this required-diesel generator surveillance testing. This period extended from 5:00 p.m. (CDT) May 2,1989, until 5:00 pm. (CDT) May 3, 1989.

During our discussions with CECO on May 2, 1989, you initially requested a 12 hour1.388889e-4 days <br />0.00333 hours <br />1.984127e-5 weeks <br />4.566e-6 months <br /> extension from 5:00 p.m. (CDT) for fast-start testing of each diesel in turn from ambient conditions, without a prior warmup engine run.
I determined that an extension until 4:00 p.m. May 3, 1989, was more appropriate to permit both this start time testing and testing of the bypass trip relay contacts.
We reviewed your verbal request, noting that testing was commencing immediately, that cach diesel was to be tested in turn and that any failures would require completion of the actions specified in the Technical Specifications. Accord-ingly, we granted the requested extension of time to complete this required diesel generator surveillance testing. This period extended from 5:00 p.m.
