Gentlemen:
This refers to the routine safety inspection conducted by Mr. J. Patterson and

others of this office on August 1-3, 1989, of activities at LaSalle County
Station, Units 1 and 2, authorized by NRC Operating Licenses No. NPF-11 and
NPF-18, and to the discussion of our findings with Mr. G. Diederich and others
of your staff at the conclusion of the inspection.
The enclosed copy of our inspection report identifies arets examined during
the inspection.
Within these areas, the inspection consisted of a selective
. examination of procedures and representative records, observations, and
interviews with personnel.

No violations of NRC requirement were identified during the course of this
inspection.
However', one Exercise Weaknest was identified during this
inspection which will require corrective actions.
This weakness is identified
in the Appendix to this letter.
As required by 10 CFR 50, Appendix E (IV.F),
any weaknesses that are identified must be corrected.
Accordingly, you are
requested to submit a written statement within 45 days of the date of this
letter describing your planned actions for correcting the weakness-identified
in th gAppendix.
In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of
this letter and the enclosed inspection report will be placed in the NRC
Public Document Room.
We will gladly discuss any questions you have concerning this inspection.

APPENDIX
EXERCISE WEAKNESS'
'The licensee failed to adequately demonstrate assembly and accountability,.
which was requested following the Site Area Emergency declaration at 0950.
~
Thirty people were not accounted for withiri the 30-minute time goal.
All
were accounted for within 67 minutes from the time the evacuation alarm was
sounded.
The number of penle unaccounted for within the 30-minute goal, and
the total time of 67 minutes to account for all people both' failed to meet the
requirements of' Exercise Objective 5.g.
