In reference (a), the NRC brought to your attention a violation of your commitment

to the fire protection program requirements. The violation pertained to the

failure of Procedure No. LOA-FP-01 entitled " Fire Alarm Response" to describe

the need for brigade assistance upon receipt of an alarm in the control room.

This provided for an unacceptable time delay in fire brigade response to a fire

through the allowed and established practice of dispatching an individual to an

alarmed area, without alerting and assembling the fire brigade, after an unplanned

control room annunciation of the activation of a fire detector / alarm. Reference

(b) documented Commonwealth Edison Company's (Ceco) position that a violation

was not warranted.

In Reference (c), the NRC acknowledged the receipt of CECO's

position and indicated that this issue was being referred to NRC Headquarters.

Reference (d) provided the NRC's reaffirmation that a violation of NRC require-

ments had occurred.

In Reference (e), mention was made of the April 13, 1989

to discuss resolution of this issue. At this meeting it was determined that

Commonwealth Edison would perform an evaluation to identify areas at LaSalle

County Station which needed to have immediate assembly of the fire brigade upon

receipt of an unplanned fire alarm in the control room. This Commonwealth Edison

letter identified certain plant areas needing the assembly of the fire brigade

on an interim basis until a more in-depth analysis was completed. Reference (f)

provided the in-depth analysis which you requested the NRC to review for accept-

ability. Since this analysis is being viewed as a deviation from your license

commitment and may have generic applicability, we are forwarding your request

to NRC Headquarters for their review of this issue. Any further correspondence

regarding this issue should be sent to NRC Headquarters through normal

correspondence channels.
