APPLICATION UNDER GENERIC LETTER 87-09 FOR LASALLE: COUNTY STATION -
~ UNITS 1 AND 2 (TAC NOS. 75789 AND 75790) 1 The basis for accepting Specification 3.0.4-related amendments under Generic Letter 87-09 is predicated on two assumptions, namely, (1) that the remedial.',
l measures prescribed by the Technical Specification ACTION STATEMENTS for which the exception will be granted, provide a sufficient level of. protection ~too I
permit operational mode changes and safe long-term operation consistent with the licensing basis described in the U County Station, Units l'and 2, and:(2)pdated Safety Analysis Report for LaSalle-it will'be the exception when plant' startup commences with important safety features inoperable, irrespective of.

to conclude that the safety basis relative:to the above stated assumptions:is-satisfied, we request that for-each proposed Technical Specification.'

In addition, we request that you identify and affirm those procedures, management i
directives, onsite safety reviews,.etc. that have been established to limit L
the use of the Specification 2.0.4 exceptions.
Your affirmation shouldt address training necessary for ensuring that plant operators are.made t
aware of, and are instructed to exercise, the controls promulgated in limiting l l
the use of such exceptions.
