SUMMARY

Dear Mr. Kingsley:

The NRC met with Commonwealth Edison and LaSalle County Station management on February 26,1999. This management meeting was open to public observation. The purpose 1 of the meeting was to discuss performance of LaSalle since startup of Unit 1, the status of the material condition of LaSalle, and the status of the Unit 2 outage. Enclosure 1 contains the associated meeting summary. Enclosure 2 contains the handout provided to the NRC by Commonwealth Edison during the meeting. In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2, Title 10, Code of Federal Regulations, a copy of this letter and its enclosures will be placed in NRC's Public Document Room. i l i i j Public Meeting Summary LaSalle County Station l l February 26.1999. Manaaement Meetina Summary: The licensee provided the NRC representatives with a handout (Enclosure 2) and discussed the l information contained in the handout during the meeting. The discussion centered around the performance of LaSalle since startup of Unit 1, the status of the material condition of LaSalle, and the status of activities related to the refueling outage on Unit 2. Also, the licensee presented a performance overview related to operations, maintenance, engineering, plant support, and the Nuclear Oversight organization. Specifically, the areas discussed relating to Unit 1 performance included the plant operating history, human performance, the material condition and processes related to improving material condition, and other performance improvement initiatives. Topics discuesed relating to Unit 2 included an overview of the outage scope and schedule. The licensee specifically provided the following information: The licensee discussed the operating history of Unit 1 and performance indicators. Continued focus was on safe, error-free operations to ensure readiness for dual-unit operations. Although the overall human performance at the station continued to improve, first-line l supervisor performance was a focus area at LaSalle. The licensee indicated that improvements would be achieved through additional coaching and mentoring. The Unit 1 and Unit 2 organizations were combined. Combining the organizations resulted in efficiencies in the work control organization and improved schedule discipline. This resulted in improved production and work completion timeliness. The Unit 2 outage was progressing with fuel load planned for April 1,1999, and reactor startup on April 28,1999. However, the licensee indicated that outage improvements could lead to an earlier Unit 2 restart. No adverse impacts of the increased work production were identified by the licensee. Rework identified through testing failures has remained low. The licensee considered the plant material condition to be fair, but improving. The non-outage backlog continued to decrease and plans were in place to address the Maintenance Rule systems that were not meeting system performance goals. Repeat equipment problems also continued to be a problem that the licensee was addressing. Operations standards were not applied with the sarne rigor on Unit 2 as compared to + l Unit 1. The Nuclear Oversight organization was reviewing human performance at LaSalle. 1 l

During the discussion, the NRC staff communicated the following questions or items for i consideration: The NRC continued to be interested in human performance and material condition at LaSalle Station. I l The safety-related work backlog, including the prioritization, aggregate impact, and other related aspects of the planning process for safety-related work, was an item of i concern to the NRC.
