INOPERABLE - LASALLE COUNTY STATION UNIT 2 i
By letter dated June 16, 1989, Ccrmonwealth Edison Company (CECO, the licensee) i requested a Temporary Waiver of Compliance from'the LaSalle Unit 2 Technical ~
j Specification (TS) 3.8.1.1 Action e which requires, if diesel generator 2B.
1 is inoperable, that the operability be demonstrated for the remaining two i
diesel generators for Unit 2 by starting each generator,'one at a time, at l
1 east once per 8 hours9.259259e-5 days <br />0.00222 hours <br />1.322751e-5 weeks <br />3.044e-6 months <br /> thereafter in accordance with TS 4.8.1.1.2.a.4.
The NRC staff has agreed to grant a Temporary Waiver of Compliance for LaSalle County Station Unit 2 from Action e of Specification 3.8.1.1 which would.
i forego the once per 8 hour9.259259e-5 days <br />0.00222 hours <br />1.322751e-5 weeks <br />3.044e-6 months <br /> testing requirement for the remaining two diesel generators to demonstrate operability. This Temporary Waiver of Compliance is effective beginning June 16, 1989 and is effective until issuance of the amendment. This Temporary Waiver of Compliance is granted to eliminate the multiple testing requirements to demonstrate operability on the remaining Unit 2 diesel generators during the duration of this LCO. This waiver is consistent with the NRC position contained in Generic Letter 84-15 which states that fast start testing of emergency diesel generators should be reduced so that mechanical stress and wear in diesel engines are minimized and relia-

It was further agreed that Ceco would submit a supplement to the existing l
diesel generator Technical Specification amendment submittal dated March 16, 1989 in response to GL 84-15 by June 23, 1989 that would eliminate these unnecessary testing requirements and that would also address the testing requirements for all five diesel generators for both units, bp 8906260197 890616

provide.the changes that are required by this waiver. Had the appropriate i
changes been identified in your submittal, this waiver could have been avoided.
