Kingsley President, Nuclear Generation Group Commonwealth Edison Company ATTN: Regulatory Services Executive Towers West ll1 1400 Opus Place, Suite 500 Downers Grove, IL 60515 SUBJECT: LASALLE INSPECTION REPORT 50-373/99002(DRP); 50-374/99002(DRP) Dear Mr. Kingsley: This refers to the inspection conducted February 17 through March 31,1999, at the LaSalle Nuclear Power Station. The purpose of the inspection was to determine whether activities authorized by the license were conducted safely and in accordance with NRC requirements. At the conclusion of the inspection, the findings were discussed with those members of your staff identified in the enclosed report. Overall, Unit 1 continued to operate safely and the Unit 2 fuel load was completed safely. Operators conducted effective briefings, controlled plant activities, communicated the status of equipment, and responded to plant events safely and in accordance with procedures. Equipment problems on Unit 1, including a leak in a fuel element and a reactor recirculation flow control valve controller failure challenged plant personnel but, in each instance, your staff took appropriate, conservative actions to resolve the problems. Also, the response by the Nuclear Engineering, Chemistry, and Radiation Protection departments to the Unit 1 fuelleak was prompt and effective. Your preparations for fuel load of Unit 2, including departmental and system readiness reviews, were conducted in a thorough and probing fashion. However, some human performance deficiencies indicated the need to continue your current focus in this area. { Based on the results of this inspection, the NRC has also determined that one violation of NRC requirements occurred. An operator failed to follow procedure which resulted in surveillance procedure acceptance criteria being evaluated as satisfactory without the completion of a required engineering evaluation. This violation is being treated as a Non-Cited Violation (NCV), consistent with Appendix C of the Enforcement Policy. The NCV is described in the subject inspection report.
