Kingsley, Issuing Amendments issuance of Amendments, approving amendments 130 and 114 for LaSalle Units 1 and 2, respectively.

2. Letter dated April 8,1999 from J. A. Benjamin to USNRC, LaSalle County Station Unit 2 Cycle 8 Reload and Core Operating Limits Report.

LaSalle County Unit 1 is currently operating in fuel cycle 6 (L1C8). The purpose of this letter is to submit a mid-cycle revision of the Core Operating Limits Report (COLR) in accordance with LaSalle County Technical Specification 6.6.A.6.d.

A revision to the COLR was necessary due to the implementation of the Technical Specification change approved by Reference 1, which changed the Turbine Stop Valve and Turbine control Valve Scram and End-of Cycle Recirculation Pump Trip bypass setpoint. The setpoint was changed from less than 30% of rated thermal power to less than 9" o of rated thermal power. The setpoint change affected the operating limits fc .08, which are incorporated into the COLR. Additional format changes were made to the COLR to make it consistent with the L2C8 COLR submitted by Reference 2.

f Comed has performed a dCalled review of the relevant licensing documents, the associated L ases, and references. Based on that review, a safety evaluation was prepared, as required by 10CFR50.59, which concluded that the COLR chaeges present no unreviewed safety questions and require no Technical Speed %ation changes. The Station On-Site i Reviews of these 10CFR50.59 ev@etions have been completed. l Based on the preceding discussion, Comed has concluded that NRC review and approval of the revised core operating limits is not required for implementation of the revised core operating limits for the current Unit 1 cycle 8.
