NRC OVERSIGHT PANEL MEETING
SUMMARY
Dear Mr. Kingsley:
The NRC met with Commonwealth Edison and LaSalle County Station management on April 6,1999. This management meeting was open to public observation. The purpose of the meeting was to discuss the readiness for restart of LaSalle Unit 2 and dual unit operation and to discuss the recent Piant Performance Review issued by the NRC for the LaSalle station. contains the associated meeting summary. Enclosure 2 contains the handout provided to the NRC Oversight Panel by Commonwealth Edison during the meeting. contains the handout provided to Commonwealth Edison by the NRC during the meeting.

Summary:
The licensee provided the NRC representatives with a handout (Enclosure 2) and discussed the information contained in the handout during the meeting. The discussion centered around the station's readiness for Unit 2 startup and dual unit operation, including the restart affirmation process and the readiness of each major department. In addition, the discussion included the recent Plant Performance Review and NRC inspection results. The NRC provided the licensee with a handout (Enclosure 3).
The licensee specifically provided the following information:
The estimated date for mode change was between April 7 and April 10,1999. The estimated duration for power ascension to 100 percent and equipment testing was two weeks, including the use of four defined hold points. The remaining work items included eight system turnovers and three area turnovers.
The Unit 2 restart process included system and department readiness reviews by station management, Nuclear Oversight department assessments and field observations, Nuclear Safety Review Board observations and interviews, and Corporate management affirmation.
Areas that warranted continued management focus were first-line supervisor effectiveness, work control, radiation protection, material condition, and self-assessment.
i Although some areas needed continued attention, line management viewed the operations, maintenance, engineering, and radiation protection departments were ready to support Unit 2 restart and dual unit operations.
The Nuclear Oversight department and the Nuclear Safety Review Board described their restart affirmation processes and affirmed the station was ready for dual unit operation.
During the discussion, the NRC staff communicated the following questions or items for consideration:
I Following Unit 2 restart, the licensee should be cautious that a sense of complacency not be allowed to develop following the culmination of a significant improvement effort.
The licensee's schedule needed to be communicated to the NRC to ensure that inspection activities related to startup could be appropriately addressed.
r e4 The NRC communicated the background and results of the Plant Performance Review issued on March 26,1999. The results indicated overall improvement at the station and specific improvement in the operations, maintenance, and engineering areas. The licensee agreed with l
the performance assessment. The NRC also communicated the results of the recent NRC inspections in the areas of engineering and readiness for restart which showed a need to f'.cus l
